The US has invited Sudan's rival military factions to ceasefire talks starting on August 14.
No group immediately said it carried out the deadly attack.
Sudan has been plagued by civil war since last year.
The region is expected to receive above-average rainfall between June and September.
The government has vowed to unmask the “identity of the originators, architects, and implementers" of the attack.
The envoy is also the head of the UN Assistance Mission in Somalia (UNSOM).
It was the second bomb attack at the Bakaaraha market over the past few weeks.
Bloomberg says Ethiopia's prime minister has “expressed his willingness to step back from the deal’s most controversial elements”.
The group's statement was published on Feb. 17 by online news outlets affiliated to it.
